AESC awarded implementation of PG&E’s Measured Savings Program for Summer Reliability

AESC, along with team members Resource Innovations, Earth Advantage, and ASK Energy, has been awarded a contract to implement PG&E’s Measured Savings Program for Summer Reliability for years 2024-2028.  The Program will serve both commercial and residential customer markets and will be launched later this summer pending CPUC Advice Letter approval. The AESC Team will deliver turnkey program implementation including program management, aggregator enrollment and support, project intake and incentive reservation, advanced measurement and verification (M&V) and incentive payment.

The Program, like the PG&E’s Market Access Program that proceeded it under Governor Newsom’s July 2021 Emergency Proclamation to address summer reliability issues, is an aggregator-delivered, pay-for-performance (PFP) program designed to deliver measurable impacts at the meter through demand side interventions including building retrofits, optimization, and load flexibility strategies. Aggregators are paid based on weather-normalized hourly energy impacts, measured at the customer meter over a one-year M&V period. Program incentives are correlated to Total System Benefit (TSB), a measure of lifetime grid-avoided costs, and reward projects that deliver peak load savings, as well as measures that have longer Effective Useful Life (EUL) values.

For the residential market, the Program will coordinate with the federal Inflation Reduction Act (IRA)-funded HOMES program, once launched in California, to enable more streamlined stacking of available incentives.

The award builds on AESC’s extensive experience delivering meter-based programs, including in the role of Lead Implementer for PG&E’s Market Access Program from 2022-2024, and AESC’s recent launch of the MCE’s Peak Flex event-based DR program and pending Energy Efficient Market Programs serving commercial and residential markets.
